Chinese Premier Li Qiang publicly names brain-computer interfaces a 'blue ocean' on a Shanghai inspection tour

China’s Premier Li Qiang spent Tuesday 22 September 2026 on a Shanghai inspection tour. At the second of two venues, a future-industries incubator platform, Li inspected technology products from two named categories. One was quantum computing. The other was brain-computer interfaces. He then framed future industries as “a potential blue ocean for advanced manufacturing.” It is the first publicly documented Politburo Standing Committee member on-record inspection of BCI products, in front of state media, that InsideBCI has been able to locate.

What Li Qiang actually said

In English: “At a sci-tech innovation and incubation platform focused on future industries, Li inspected technological products in fields such as brain-computer interfaces and quantum computing, stressing that future industries are a potential blue ocean for advanced manufacturing.”

In Chinese: “察看脑机接口、量子计算等领域技术产品… 未来产业是先进制造业发展的潜在蓝海.”

The tour venues

Li Qiang’s Shanghai tour visited two venues on 22 September 2026. The first was the Shanghai Electric National AI Application Pilot Test Base (上海电气国家人工智能应用中试基地), where he inspected industrial and special-purpose robots and framed AI-plus-manufacturing directives. The second was the Shanghai Future Kick-off Community (上海未来启点社区), the sci-tech innovation and incubation platform for future industries where the BCI and quantum-computing inspection took place.

Shanghai Party Secretary Chen Jining and State Council Secretary-General Wu Zhenglong accompanied Li on the tour. No other Politburo Standing Committee members were named present. The audience on-site was described in Chinese coverage as sci-tech innovators and community staff. No Chinese BCI operator (Neuracle Medical, StairMed, NeuroXess, NeuCyber, Weiling Medical, BrainCo, Arfysica Innovation) was named on-record in either the English or Chinese release.

What the “blue ocean” framing signals

“Future industries” (未来产业) is a distinct Chinese industrial-policy category, positioned above “strategic emerging industries” (战略性新兴产业) and separate from traditional advanced manufacturing. The 15th Five-Year Plan, adopted at the Chinese Communist Party’s 4th Plenum on 20 to 23 October 2025, named brain-computer interfaces as a future industry alongside quantum computing, biomanufacturing, embodied AI, and 6G.

“Blue ocean” (蓝海) in Chinese industrial-policy vernacular signals uncontested market space, opportunity for national capture, and a strategic bet with room to move ahead of foreign competition.

Li Qiang’s directives on the tour combined technology and capital instruments. He called for intensifying core-tech breakthroughs (关键核心技术攻关), strengthening basic research, deepening production-education-research integration, and building a first-class innovation ecosystem. He called for expanding venture capital and growing what state media translates as “patient capital” (耐心资本). He directed the establishment of future-industry investment-growth mechanisms and risk-sharing mechanisms. He emphasised talent aggregation. He did not announce a specific appropriation number.

Where this fits in the Chinese BCI policy escalation

The 22 September 2026 remarks sit inside a visible policy escalation that InsideBCI has been tracking through the year.

In July 2025, seven Chinese ministries jointly issued Implementation Opinions on the BCI industry. Signatories were the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Education, the National Health Commission, the State-owned Assets Supervision and Administration Commission, the Chinese Academy of Sciences, and the National Medical Products Administration. The document set 2027 and 2030 targets for domestic BCI industrial clusters, globally influential Chinese BCI companies, and over eighty domestic standards.

In October 2025, the 15th Five-Year Plan was adopted at the CPC 4th Plenum, naming BCI a future industry. Li Qiang first named brain-computer interfaces in the annual Government Work Report in March 2025, and re-named them in the March 2026 Government Work Report as a strategic future industry. On 13 March 2026 the NMPA granted the world’s first commercial invasive BCI clearance, to Neuracle Medical Technology’s NEO-ONE epidural implant for spinal-cord-injury patients. On 14 September 2026 the NMPA issued the world’s first medical-device standard for AI processing of EEG data in brain-computer interfaces.

The 22 September inspection tour continues the escalation from written policy to Premier-level on-record technology inspection. The next escalation step, when it comes, will be a General Secretary-level statement or a State Council implementation directive with named appropriation lines.

Shanghai as venue

The choice of venue is itself signal. Shanghai’s Minhang District hosts the Brain Intelligence World cluster, a state-backed partnership between the Minhang District government, the Lingang Group, Shanghai State Investment Corp, and Huashan Hospital, a Fudan University teaching hospital. The cluster launched in June 2025. Within one year of launch, it housed 61 BCI companies, approximately 30 percent of China’s national BCI operator field by concentration.

Li Qiang did not visit the Minhang cluster itself on this tour, and the Shanghai Future Kick-off Community is a separate site. But visiting Shanghai to make an on-record BCI inspection, less than fifteen months after the country’s first BCI industry cluster stood up in that city, carries policy-endorsement weight that no named-operator visit could have delivered without picking commercial winners.

Where this lands on the four-jurisdiction posture map

The Dargentic Intelligence Report Issue 01 classified four global regulatory postures on brain-computer interfaces: Rights-First (Chile), Horizontal Regulator (EU with AI Act and GDPR), State-Patchwork (US with Colorado, California, Montana, Connecticut neural-data laws enacted), and Industrial Builder (China and South Korea). The 22 September Shanghai remarks are a textbook Industrial Builder move at the Premier level. State-directed capital, coordinated ministerial machinery, a purpose-built regulatory pathway, and Politburo Standing Committee political air cover, all pointed at a named future industry.

US contrast

The August 2026 US National Security Science and Technology Strategy identified fourteen Critical Emerging Technology priority areas covering neurotechnology among other categories. The US administration has published no comparable Vice-Presidential or Cabinet-level on-record inspection of a brain-computer interface operator’s product in that window. DARPA’s Firefox (16 September 2026), SHINE (28 August 2026), and O-CIRCUIT (April 2026) programme solicitations are the current US federal-R&D-layer signals on brain-computer interfaces. The US posture at the federal-R&D layer remains Industrial Builder in character, in parallel with a State-Patchwork regulatory posture at the state-law layer. It has not risen to a Premier-level or Presidential-level on-record technology-inspection cadence.

Which brain-computer interface products Li Qiang inspected at the Shanghai Future Kick-off Community is not disclosed. Which Chinese BCI operators supplied the products is not disclosed. Whether the operators are Shanghai-based or brought in from other regions is not disclosed. The timeline and funding envelope for the “future-industry investment-growth and risk-sharing mechanisms” Li Qiang directed are not disclosed. Whether the tour will be repeated in other Chinese provinces with BCI industry activity, most notably Beijing (NeuCyber) and Shenzhen (BrainCo), is not indicated.

What to watch

Whether Li Qiang’s Shanghai remarks translate into named State Council or NDRC funding lines directed at BCI operators in the coming quarters. Directive-level language without a fiscal follow-through would signal political air cover without capital commitment.

Whether other Politburo Standing Committee members follow with public BCI or future-industry remarks. Coordinated PSC-level messaging on a named technology has historically preceded major state-industrial-policy campaigns in China.

Whether a General Secretary-level statement on brain-computer interfaces follows. Xi Jinping has not personally named BCI publicly, based on primary Chinese state-media coverage of his prior remarks. A Xi statement would be the next escalation step.

Whether the Politburo’s Central Economic Work Conference at year-end names BCI in its 2027 economic priorities. The annual CEWC is where sectoral commitments are made durable.

Whether the US administration issues a comparable on-record BCI inspection or Cabinet-level neurotechnology statement in response.

Whether Chinese state media coverage of the tour is followed by state-directed capital allocation to named Chinese BCI operators, IPO fast-tracking on the STAR Market or HKEX, or subsidy announcements from Shanghai, Beijing, or other provincial governments.
